Performed prior to the unification of the New Orleans Traffic and Municipal courts, the project scope of work was a comprehensive program analysis of the multi-departmental 120,000 SF building with respect to the usage for the judges and staff, and for the general public visiting the building.

Data and existing facility analysis, in addition to user input, resulted in a vertical delineation between the two courts and their related agency and departmental associations. Multiple studies were undertaken, including population, circulation, storage, security, open vs. closed office requirements, vertical accessibility, MEP with consideration of use during phased construction, and/or off site flex space. All of these together informed the resulting proposed solution.

The conclusive solution provided for an expanded secure entry and queuing space, dedicated high-efficiency and high-volume record storage, stacked courtrooms and bathroom facilities that take advantage of existing vertical MEP chases, while pulling current ad-hoc probationary and counsel offices to interior spaces, which re-established the exterior perimeter circulation hallways, while maintaining the variety of security levels required. The final design, included a 5th flex space that could act as both an additional courtroom as needed, or a community center (a strongly requested space by the municipal court judges).
