The project's moniker refers to the colored photovoltaic glass that is intended to "express the program’s flexibility while also providing shading and a large portion of the building’s energy." To be located adjacent to the new Institute of Higher International Studies and Development designed by Kengo Kuma, the new Geneva Operational Center for MSF will "[encourage] open dialogue and interaction between all who work in the building" through criss-crossing passages, seating alcoves and "other small-scale gathering spaces."

The winning design by Steven Holl Architects and Rüssli Architekten bested entries by Pool Architekten and Mak Architecture, Sauerbruch Hutton, Emilio Tuñon Arquitectos and Ruckstuhl Architekten, Blue Architects, and Sou Foujimoto with the New Talent Workshop.

Construction is set to start in spring 2019.
